no earth conductors in home installation

Hi guys I need a little assistance with a home I inspected. The home was probably built in the 80s and is fitted with steel conduit throughout. There have been no major structural changes to the home itself except for a workroom built adjacent to the free standing garage. All the steel conduiting in the ceiling space has not been tampered with. A few of the light switches and socket outlets have been replaced. I get very good earth continuity readings at all the relevant points. The problem is that there are no earth conductors in the conduits running from the board to these points. The latest regs clearly indicate that steel wireways (conduit) may not be used as earth conductors. Do I quote to pull in earth conductors or not because this is going to come as a big cost to the seller. I however do not want to be forced to do so at my cost when the home gets resold.
