    Client is understandably unhappy with the news

    the control boxes what are mounted in the walls, which have the temperature control dial, also have an On-Off switch. Now would this be able to serve the function of the switch disconnector if it is upgrade to a 2 pole to switch both neutral and phase?

    Going back to 6.16.1.5, you need to navigate the following:

    Even where a disconnecting device is on the appliance, a separate disconnecting device shall be provided in the fixed installation to allow for the total removal of the appliance.

    Maybe if you also put the circuit onto a lockable isolating device in the d.b....
    That way you've got one isolating device per appliance (to satisfy 6.16.4.1) and an isolating device that satisfies 6.16.1.5 - they just don't happen to be the same isolating device.
    (Not my place to say that does the trick - just putting it out there as a thought for critical comment).
